The jets will not turn off of my mansfield pro fit whirlpool tub. I can unplug the power and they will shut off. I can also bang a flash light lightly against the pump (where the air hose goes into the pump, not the button) and the jets will turn off. Does this mean the pump is going bad? The pump is a Magna LD5A-C and is about $150 to replace.
Sounds like your air switch is bad in the little box on top of the motor.
It is part # TBS-339

SOURCE: Lasco whirlpool tub leaks. Water runs out on
Sorry, the tub will have to pulled out to find out what is leaking so it can be fixed. There is just no other way UNLESS you can open up the wall on the blind side of the tube. (but its probably and exterior wall...if the house is vinyl sided, it can be done. If brick, you'll have to pull the tub). If you just wanted to convert to a tub only, maybe Bathfitters has an insert solution...
SOURCE: whirlpool tub, jets come on and won't shut off. No water in tub.
Is it a jetted tub, or a air bath tub with holes or jets in the floor? If it has holes or jets in the floor, the control box is bad and needs replaced. If it is a jetted tub, there may be a water level sensor, if so the sensor may be bad causing the tub to turn on.

trying to fix button not a good idea, you need to replace button with new one.

if the light on the heater is not coming on when the tub is full of water and the pump is on then the heater is not working.
check the circuit breaker to make sure it is on.
the heater and the pump cannot be on the same circuit. They have to be on separate circuits.
Make sure they are on separate circuits.
Check to make sure you have the heater installed in the correct place.
there is a pressure heater that mounts anywhere after the discharge of the pump.
there is a vacuum heater that mounts in front of the pump in the suction line.
if you put on or the other in the wrong place it will never come on.
