When I turn on the receiver continuously turns on and off. It's as if the power button gets "stuck" when you turn it on. I don't know anything about receivers but I did open up the case and cleaned out the inside with an air duster spray. I thought their might have been some dust collecting by the power button. Also, before I plugged all of the speaker cables back up I turned the receiver on and off several times without issues. When I turned it on after I plugged in all of the cables it worked until I changed channels on my TV and it started clicking on and off continuously.

In this case, it is an important issue that what type of connection you've had between the amp and the TV (scart, s-video, rca, etc.) It seems to me that yours is an impedance issue. Refer to the user manual of the amp and check out the allowed or recommended impedance values, then buy appropriate interconnections.

Continuous blinks of standby light indicates a fault in the IIC data bus. The main board is likely to be faulty. If you wish to know more Check this link.
You need to confirm if the power switch is working as the button is stuck . So it is best to get this part corrected before we move to the remote as the power switch or the button aligment can be corrected if you open to check the continuity. Perhaps someone has programmed the machine for "Play stimulator" (random play) or background music. The easiest way clear all f is to default the machine to factory settings. First, unplug the memory plug (red wire at bottom right side of selection and computer and turn off power to the machine for 10 minutes with the memory plug unplugged. After turning on power, the carousel will rotate to determine its capacity. After that the machine is ready for operation. Re-connect the memory plug. When holding the power button, to turn on the device, the screen pixelates dark and then goes blank. If I continue to hold the power button the screen will continue to pixelate dark and then go blank. In the end, the device still will not turn on.
