This is because of wrong color setting(mode).Try changing the video mode from the menu ie, PAL/NTSC/AUTO from your TV or DVD(Ensure that both have unique color mode)

mines just gone the same way after less than 2 years of having it and Finlux do offer to repair but it does have a year guaranty

it would have to be a europeon system to play these types, I did find a software that allowed the PS2 to read and decrypt these types of DVDs but you will have to run an external HDD on your system to play them.
if your dvd is ntsc compatable then in your dvd settings menu change from Pal to either auto or ntsc also it might be that your tv needs to be changed in the same way
if it is hooked up with componant, thats the red blue green cables for video, and red white for audio, then you probabily eather dont have the red pluged all the way in, or you have the red audio, and red video---reversed, make sure to check them on the dvd player, and on the tv, if there correct, try using the composit input, that is the yellow red and white
