Assuimn there is nothing on the lens[I would not think this is the case as it would not show as a distict spot
Not ne fora DIY or a repairshop this is a a failure of the CCD.
Depending on the age of the camera and model this may qualify for replacement, as there was a reported CCD issue at one time
Either that or Sony may offer a replacement at a good discount.

To reset turn off the camera and remove the battery. Hold down the power button for 15 seconds then release. Reinsert the battery pack and power on the camera.
Hi, To delete all files in one click, please format memory card as this will delete all data at once. Format option is available in camera Menu. Thanks.
Remove the Battery pack from the Camera then press and hold the power button for 30 seconds.
Next, reinsert the Battery pack in the Camera and try to turn it ON. Make sure that the Battery pack is fully charged. If the LCD remains white then the LCD screen needs to be serviced or replaced.
using the contol button on the back in still picture mode press this upwards until the circle with a dot apears at the top of the screen. this will mean you are in auto timer mode.
No need to install any driver as Vista already has driver for Sony DSC-W5, just hook up camera through USB cable with PC and Windows will recognize and install driver automatically.
take your memory stick out of your camera and theres this sliding thing on the back...slide it so that its not on the lock side? does that make any sense? well..good luck!
