Cannot get past "Starting Service" when setting up my phone
On iPhone 5, double tap home button...
this will show all apps that are "open" (i.e. running in the background). Slide up to force close the application.
Power cycle the phone waiting at least 5 minutes before turning back on.
Re-launch GOOD app.
Re-enter Email and 15 character PIN.
This will restart the services.
On a recently deployment of over 1400 iPhone's this was the most common fix for this error.
The other was a corrupt profile.
Delete user and create new accout, new PIN will be issued.
