Three things, the magneto is faulty, the circuit is grounded, the plug wire or boot is faulty. A quick test is to remove the small ground wire from the magneto (usually black), if you then get spark the circuit is grounded by a safety switch or a bad wire segment. If not remove the spark plug rubber boot and remake the connection, if you get spark you've fixed it and if not you need a new magneto.
Replace spark plug. Replace air filter. Fill oil. 30w. When plug is removed pull rope several times to blow out cylinder. With air filter removed spray starter fluid into air intake hole of air filter, try to start.
Ensure fresh gas only is in gas tank. Always add Stabil to gas. If no start clean carb or replace. carb.
Check the gap between the coil and the flywheel. You can fold a dollar bill over a few times (3 or 4 layers thick) , place it against the flywheel , **** the coil up to it , and then tighten down the coil. This will give you a good clearance between the coil and flywheel and promote good spark.
Essentially I am suggesting you use the folded dollar bill to set the coil to flywheel distance/gap.
If it still doesn't work, I am at a loss. Is this a multi cylinder engine ? If so , does it have points or electronic ignition ?
Has the fuel filter been replaced lately? Also you can look to see if the new spark plugs are getting fouled out still. Sometimes just replacing the spark plugs wont fix the problem.

A few necessary items to successful troubleshooting; What engine is in the vehicle and, since it's a 1996, it has OBDII diagnostics and a Check Engine Light...Is the light on?...If so do you have access to a scanner to find out what trouble code or codes are stored?...Lastly, have you checked for spark? Because your saying it doesn't "seem" to be getting spark...Hate to hit you with a lot of questions but without these particular pieces of information it would be difficult to narrow down...Please add any thing else that seems important...Awaiting your reply...Guru...Saailer
