Legrand 03700

Check you have 230V power on terminals 1-2.
Reset timer: on bottom row of buttons, push and hold both buttons for a few moment and then release. Then reprogram.

Trying to set switch for 5 minutes , and i only get 30 seconds or 15 minutes

Which brand and model number specifically?
Leviton: 1-800-824-3005
Leviton Decora manual says:
"PR180 operates by detecting motion (such as body heat) within its field-of-view (area of coverage) and automatically switches lights ON. When motion is no longer detected, lights remain ON for a selected time and automatically switch OFF.
Adjustable light and time-delay controls are located on the front of the device."

The manual is not specific about set times.

In any case, the device has off-delay timing circuit, so once infrared heat is no longer sensed, the delay period begins, and once the delay period expires, the device is switched off.
Delay timing circuits are common for many home and industrial applications.
As a general rule, delay timers can be set for different time durations, however the Amazon page that sells PR180 product does not specify available time settings either.

Legrand RW3U occupancy sensor spec sheet says adjustable time delay 15 seconds 5 minutes, 15 minutes and 30 minutes
http://www.amazon.com/Legrand-RW3U603I-Occupancy-Vacancy-Decorator/dp/B005FMLL5G

Delay switches
Here is manual delay-time switch Tork SS20 SS13 where you can 'fine-tune' the delay circuit, but my experience is that exact 5 minutes is not easily set:
http://waterheatertimer.org/images/Paragon-ET-series-243.jpg
GE 15318 switch offers 5 minute, but there is no guarantee that you can get 5 minutes exactly:
http://waterheatertimer.org/images/GE-15318-countdown-timer.jpg

My conclusion is that there are very limited delay-time choices with this model number, or device is defective and suggest to call Leviton.

How can i set the on and off of my legrand timer switch

You posted under GE timer, but say you have Legrand, and don't include the model number or type of Legrand timer.

1) The only Legrand timer I have in my files is the RT1 countdown timer
http://waterheatertimer.org/Countdown-timer-horsepower-ratings.html#RT1
http://waterheatertimer.org/images/RT1-timer.jpg
To set RT1, you push one of the buttons, and fan-or-light turns on for a duration of time, then automatically turns off. Use the large button as ordinary light switch.

2) Legrand also makes commercial line of timers, including din rail timers and pin-type timers
http://www.legrandcommercial.com/control_timers.htm

3) If this is not your timer, add a comment and include in-focus photo of your timer for possible identification.

I purchased the Legrand RT1 Time Switch to run a bathroom fan. It is installed and I see indicator lights. Every time I turn the fan on, it runs for a second and stops (hearing clicking in the switch);...

You connected red and white wires together.
No problem, nothing burned out, and it's simple to fix. Steps below.

RT1 is electronic countdown timer, and electronic timer clock inside needs separate circuit, just like your alarm clock needs to be plugged in. >> that's why timer has white wire. White wire completes circuit to timer clock.

Manual says:
Timer-black-wire to Hot; Timer-red-wire to Load (lights)
Timer-white-wire to Neutral.
Heres what to do
1) Timer-green-wire connects to bare ground wire.
2) Switch has 2 wires. Take switch wires and connect them to timer-black-wire and timer-red-wire. Choose either one for now.
3) In back of electric box are white wires twisted together and covered with wire nut. Connect timer-white to these wires.
4) If electric box does not have white wires described above, then connect timer-white to bare ground.
5) Turn on electricity, and push countdown button. If lights come on, timer is wired correctly. If lights do not come on, then reverse timer-red and timer-black wires.

If the legrand dimmer 400w - pro21 can function with led dimmable light "philips master led spot "

The answer is NO. You need a Trailing Edge dimmer to control LEDs.

The Phillips master LED spot manual says
:
Lighting controls: bulbs are dimmable 20-100% with ""select"" Trailing Edge RC devices
http://www.prismaecat.lighting.philips.com/FredhopperPDFWebServiceInter/docts/1d8ea75f-e889-424d-92dc-450fbeb85f6a/Smart_LED_Spot_da.pdf

The Legrand pro21 manual does not say anything about being a Trailing edge dimmer.
http://www.legrand.com.gr/gr/gr/liblocal/internet_greece/PDFS/NOTICES/IOBL/ROOSTATES/775637EN.pdf

Legrand diagrams show what appears to be incandescent bulbs, and say nothing about LEDs

LEDs cannot be dimmed as ordinary incandescent (tungsten) bulb.

I have a Area Lighting Research 24hr Time Clock Model # TC-104R on my pool My timer is advancing,(between the on & off time) but when it hits the "off" tripper it stops & does not advance, I can...

First this model is a 230V model I believe. That means the motor runs on 230V. IF it's working when it's "ON" then you probably have a line and load set of wires reversed. Look at your wiring diagram. I believe 1 and 3 are line and 2 and 4 are load. Since the timer motor is connected to term 1 and 3 it should receive power at all times. When the switches trip then 1 is connected to 2 and 3 is connected to 4. If I don't have the numbers right on your model, you can see the two small wires from the motor. These should both be Line on a 230V model.

Service Manual

A good place to find one is on copytechnet.com. I checked some of the service manual websites and nothing was comming up with that model number. It could be because Pitney Bowes spun it off into Imagistics and now it's called Oce. Usually the copiers are made by Ricoh. Someone on there would know where to get the service manual under the Ricoh model number as well.

HOW TO THREAD

Go to www.reliablecorporation.com. Under products check out the MSK555 blindhem machine. It is the same as the Rex 518. To the right of the page is a category to download the manual. It is very helpful. I have the Rex518 with the original instructional manual, but the translation into English was very poor. The MSK555 is published so you can understand the manual, and figure out how to use your machine. I too am a first time user of a blind hemming machine.
Good Luck.
