I have a jacuzzi wirlpool bath with a balboa lite digital system. It will only heat to 104 degrees. Is there a way I can bypass this in order to get it to heat to like a buck 10 or so.

There are some things to check. Make sure the vents on your cabinet are not obstructed. Make sure your filter cycle is not too long Make sure you are not running high speed for more then 30 mins.

Curios, why did you order another control panel? I need some history, when it worked, how it failed, any other information like if it was moved or rewired for power...etc.
SEE IF YOU CAN FIND A NEW THERMISTOR THERE NOT THAT MUCH MONEY AND A GRAVY FIX ! ALSO DEPENDING,YOU MIGHT BE ABLE TO CLIP OR ATTACH A HEAT SINK TO THE PROBES HOUSING THIS WILL HELP BLEED OFF SOME OF THE HEAT FOOLING THE THERMISTOR .. YOU MIGHT HAVE A FLOW PROBLEM ALSO MAKE SURE THE PUMPS IMPELLER IS FREE OF DEBRIS JAY THE POOL PUMP MOTOR REPAIR GUY LONGWOOD FLORIDA 32750 FREE MOTOR AND CAPACITOR TESTING !
I will advice you get a technician to come to your house and take a look at it, since you are sure of the position or status of the Balboa jacuzzi, it will be better you get someone, a professional to help take a look at it, this is not (DIY) do it yourself as you can see.
by law a heater is not allowed to go any higher than 106. The nitrogen bulb that reads the temp of the water will have a two degree varence in it so it is factory set at 104 in case the varence goes over. yours is running low and they cannot be adjusted or all libality will be on the man that adjusts it. If you replace the thermostat you may get one that runs to the high side, but more often than not atmosphereic pressure will rule this and any new one will run about the same.Sorry but 103 is probally all you will get out of it.
It sounds like the problem is in the main control box. Since the tub shuts down after reaching 110 degrees, the high temp sensor is doing its job. This sounds like a job for a qualified professional. Do get a price for the service call as they are usually expensive. Circuit boards start at 200.00 and go up.
hook up a garden hose to a faucet. Put the other end in your spa. Then turn on the faucetuntil water comes out the spa end of hose. Make sure the end in the spa is weighted down so it doesn't come out. Then remove the hose from the faucet and keeping it lower than the spa lay the hose where it can drain with causing problems. The water will flow on its own draining the spa. You may want to clean it while its draing so the dirty water will be diluted and drain at thhe same time. Make sure the water is not drained out around any electrical AND!!! NO DIVING!!!! If you lose the prime, just fill the hose again with the faucet. Good luck
The heater will only fire if it has water in it. If you just got the house, make sure the gas/electric to the heater is on. Turn off the pump and turn it back on.. See if that works. good luck
