I would check the EEC relay and the fuel pump relay for power and ground signals first. Both circuits are controlled by the ignition key switch. The fuel pump should be powered for 3 seconds when you turn the key on.
Your bigger problem is the compressor not kicking in. The cooling fan is not coming on because there is not enough high side pressure to turn the fan on.
I would start by checking power to the compressor, fuses and relays would be inspect. Check to make sure there is the proper charge of refridegerant in the system.
Make sure the fuel pump is kicking on it won't hurt to check the relay but I have never seen one bad yet it could be the plug on the plug on the end of the wires that plugs on the pump this run hot and it burns the ends alot several fuel pumps are replaced because of this make sure you have power at the pump if you can't hear it run it will only stay powered for a few seconds and then kick off. so you might need someone to turn it on while someone checks the power.
check all your rounds on the body, behind kick panels, and in engine compartment. The relays you hear clicking are the power relay whcih turns your engine computer on. The other relay is the fuel pump relay, which is turned on by the engine computer. start there, report back.
PS. When you press the gas pedal to the floor during cranking, it shuts off the fuel supply to clear a flooded engine.
