here is a link to the instructions that came with your jump box:
https://www.manualslib.com/manual/17003/Black-And-Decker-Electromate-Vec027bd.html?page=4#manual
Just to play it safe I would NOT jump start while charging, It sounds like one would be putting out too much volts/amps ETC and could damage or the even kill the battery.
I found the part number, but unfortunately they are listed as obsolete....

I have little faith that any power tool repair center would have something like this in stock. I'm sorry for the bad news, and short of "making something else work" it appears you will have to buy another one.
I purchased a replacement part (air chuck) at Wal*Mart. Lubricate the end with soap so it will slide inside the hose and then secure it with a small hose clamp. And, as previously stated. In March, 2006, Black & Decker purchased Vector Products, Inc. Since the acquisition, Black & Decker has assumed the manufacturing of all Vector products. For customer service and warranty information for Vector products, please contact Black & Decker Customer Service. www.blackanddecker.com/CustomerCenter/Default.aspx
I went to the Black & Decker site and downloaded the pdf manual of the electromate 400. It says you're supposed to charge it until you have one red light, one yellow light, and one green light. I expect that 2 red lights and a green light means it's not fully charged. The manual also said you can't overcharge using the 120 V. method. Good luck.
I work for Black and Decker customer support. Our customer service phone number is 1-800-544-6986.
Please call the number above so that we can assist you with your part request.
While this doesn't actually solve your problem, I hope the information
allows you to make an informed decision as to how to proceed from here.
Please let me know if I can be of further assistance.
