If turning off the power for an extended period of time did not fix the issue, it's possible that the problem is with the dishwasher's control board or sensor. Here are a few troubleshooting steps you can try:
Check the water supply: Make sure that the dishwasher is getting a sufficient supply of water. If the water supply is interrupted or low, it can cause the delicate light to flash.
Check the filter: Make sure that the dishwasher's filter is clean and not clogged. A clogged filter can also cause the delicate light to flash.
Check the float switch: The float switch is a safety device that detects when the dishwasher is overfilled with water. If the switch is stuck in the up position, it can cause the delicate light to flash. You can try to locate the float switch and gently move it up and down to see if it helps.
Check the door latch: If the dishwasher's door latch is not properly engaged, it can cause the delicate light to flash. Make sure the door is closed and latched securely.
If none of these steps resolve the issue, it's possible that there may be an issue with the dishwasher's control board or sensor. In this case, it may be best to contact a qualified technician to diagnose and repair the problem.

The lights that are blinking are indicating an error code--the particular code you describe is a "heater error". You will have to check the circuit for an open heater element, loose or broken wire, defective main control board. The part number for the main board is DE92-02256C. Hope I helped you!
If you have tried to unplug from mains power and there is no difference then you will need to provide the actual model number of your dishwasher in comments field.
The Samsung error codes for Normal, Heavy , Delicate lights stuck is not listed. The closest is Normal, Heavy, Quick which relates to a Low Water level. Also confirm which lights are stuck in your case and whether these are flashing or not.
This is a bad control board that if replaced will only repeat in a short time .My advice is to contact the manufacturer and complain, you have the right as a consumer to do so.
