Hi, this issue may occur if the firmware is not installed. Please Click on start>>> run >>> type devmgmt.msc and hit enter.
Look under DVD drive. You should find the name of the driver. Search for available firmware at support.dell.com by either entering the service tag of the computer or by product type. That should make it work.
If not, try in safe mode. If that too does not work, call Dell tech and mention the steps and ask for a replacement. YOu will get it in no time if system is under warranty

Sounds like your Cats eye or laser is out of adjustment. You might try ebay or some of your local computer shops. Your looking at a pretty old laptop you should beable to find parts up on the internet.

SOURCE: NOT DETECTING CD ROM
Hi,
Although the BIOS in this old machine has a boot from cd option, it is quite possible the DVDrom drive simply doesn't support the feature. Many P2 machines were like that. Chances are you will need a bootable DOS/WIN95/WIN98 floopy which will allow you to get it running with a CD driver.
Once you have this accomplished you can simply use the command prompt with cd support boot option and use the command prompt to load the installer on the CD. Once it finishes it's initial setup it will be able to use the cd drive for everything BUT booting.

If the drives share the same IDE cable, try to replace the cable and make certain it is seated properly on the motherboard. Check for bent pins on either drive and on the motherboard IDE connector. Sometimes pins (especially near either end of the 2 rows of 20 pins) will bend under if they are not lined up with the IDE cable. Also check that nothing changed on the Jumper positions on the drives. They should be set to Master if both drives are single and Master (hard drive) and Slave (CDROM) if they share the same cable.
