if it has a brownish primer bulb on carb, pump it a few times, when cold the choke should be closed"full on". pull rope a few times with throttle depessed till engine pops, then move choke to half position still holding throttle, if all is well it will start and run, after about 10-15 second of warmup, move choke to open"off", if it won't start, i'll first ask has it been stored with fuel in it,the fuel may be stale or carb may need cleaning. pull air filter and try a shot of starting fluid, if it kicks over, you have a fuel delivery problem, if it won't fire on starting fluid, try replacing spark plug, if it still wont run e-mail me and i'll try to help diagnose ignition problem
