Turn the machine over so you can see the bottom. If you look carefully at the plate that covers the roller, at the back behind the brush opening on either side, there is a clip that is recessed and you can push it with a flat blade screwdriver as you lift the plate up. This will allow you to take the plate off and remove the roller. Put a new belt around the roller pulley and insert the other end of the belt through the opening in the roller housing of the machine and re-install the roller. once it is installed, rotate the roller by hand to make sure that the belt is not pinched. Replace the bottom plate and rotate the roller again. The belt is running between two guards and it is possible to pinch it and damage it. This is why you rotate the roller by hand, to ensure that it is not pinched.
Now, if you look at the back wheels, on the side of the machine where the hood meets the bottom, there is a clip on either side that you can pry on gently and this will release the back portion of the hood. To release the front portion of the hood, there are similar clips located at the back corners of the bottom plate. Basically, you are prying the hood away from the base of the machine and releasing it. Now, turn the machine over, (back on it's wheels) and lift the hood off the machine. The handle of the machine should be down for this. You will see the belt where it comes through the roller housing and you will have to grab it and pull HARD and stretch it around the motor shaft. Once it is attached, rotate the belt and roller by hand to make sure that everything turns easily. Replace the hood and press the sides gently. You should hear and feel the latch/clips snap into place. If your machine has a height adjustment, there will be an adjustment knob that will have come off when the hood was removed. Replace the knob and you are done.

1. Remove the 4 screws holding the bottom plate.
2. remove roller and old belt
3. install new belt on motor spindle first and then on roller.
4. pull roller, stretching belt, set into roller cavity.
5. turn roller by hand to center belt.
6. reinstall bottom plate.& screws

No belt- it is motor driven. what happens to these if the rollers get stuck(by- say, a Lego® or something) is the roller itself has an insert which will break, requiring roller replacement.
simple fix, but costs a little more than a belt. remove two screws holding the roller cover, accessible by flipping the vac over. then figure out which roller is broken, and remove the 2 outer screws on that side. pull the outer bearing cup assembly straight out to remove the rollers.
I have found the rollers as cheap as $3.50 ea/ for generic replacements. Also I reckon any Vac shop would have them on hand.

I have a Windtunnel S3765 with the same problem - and it has very little use so I'm confident it isn't wear. I find that the wheels do not raise the agitator brush sufficiently high to reduce the drag caused by excessive contact with the carpet. If I raise the front a bit the brush spins as it should. It also works if I take the housing apart and use it without ..... but this is tricky.
Unfortunately I haven't figured out a way to hold it up efficiently. I am toying with afixing something to the bottom of the housing to raise the front enough to give the brush a little more room.
