iMac G5, more than 10 years old now.... sometimes, the new applications on the old Macs just don't work well...
Are you able to get out and start again? DOes it freez every time? Have you made sure your up to date, software update...
Honestly, it's time for a new mac... You can import all your data to the new Mac and it will make your head spin to see the difference in preformace and capacity.
Your refering to Virtual Memory. OSX utilizes free space on the starup disk as temporary space to swap memory pages from the physical RAM on the machine - this makes the system appear to have more RAM than it does.
In Mac OS 10.4 - Tiger virtual memory is handled automatically and there is no built in tool to adjust the allocated amount to use.
If your having problems launching the Photo Book and adding more physical ram is not possible (easy to do but difficult to access on a G3) what you need to do first is to make sure that you have plenty of free hard drive space on your primary startup drive by deleting or archiving unneeded apps and files. As a general strategy you want to startup Activity Monitor , located in the Macintosh HD >
Applications > Utilities folder. This will show what is eating up up current memory and chart physical and virtual ram.
Then its a process of closing and disabling any open apps, disabling screen candy, and disabling unused fonts to free up as much as possible.
I would recommend some (free) system tuneup apps like OnyX at http://www.macupdate.com/app/mac/11582/onyx and http://www.titanium.free.fr/index.php to tweak system settings as much as possible to free up resources.
If these things dont do it for you probably time for an upgrade G4's and G5's are very reasonable these days ...
QuarkXPress 6 doesn't offer full support for fonts, in this case you can try putting those fonts under HDD>>Users>>home user>>Library>>fonts folder and place the fonts here. now launch QuarkXPress then check if the fonts appear
