Yes, if you bring it to the apple store, the will basically replace the phone for you for a charge of up to $200.
That is there basic response to iphones that has gotten wet...
If they determine it is another defect not associated with getting wet, and the item is still under warranty, they may replace it at no charge.

Did it get wet. that sounds like something that would happen if it got wet. if you don't know that it got wet you could shine a light into the headphone jack and look for a white sticker. if wet the white sticker will have turned reddish

Sorry but your touch screen needs replacement. Take it to the apple store and see if they'll give you a replacement. If they don't there are third party iPhone Repair Services that can fix it for you. There are also free iPhone Repair guide that show you how to fix it yourself.

The least expensive fix is to back it up and get a different 1G iPhone to replace it. The touch screen is aprox $80 to fix with parts alone.

The bottom part of my iPhone touchpad is not responding to touch

The touch on the screen works as a seperate component from the screen itself. Either the lower portion is damaged and has to be replaced, or it is wet and can't sence touch as a result. The one may get better in time if the components don't corrode, the other is probably not resolvable...

I have an iphone 3gs it works but the screen is blank except when i turn it off. when i turn it on the screen comes on then blanks out.the touch screen still works.

Did the phone get wet? It may be either your lcd screen or your logic board. I doubt it's a connection issue because it initally works fine. If Apple doesn't replace it for you, you can find the lcd or logic board at iPhone 3GS Repair and there is a guide that shows you how to put in the part at iPhone Repair Guide.

Replace Iphone screen with IpodTouch Screen ?

No. They are completely different LCD's and Different Digitizers. An iPod touch's form factor is also different than a iPhones, as the touch is slightly taller, and narrower, I believe. I had a similar precdicament, so I know from doing some studying.
