Contact Acer for a one-time BIOS password. OR try to do a fresh install with Windows7 install DVD.

have you checked if your pc is compatible with win7? use this to check it: http://www.microsoft.com/windows/compatibility/en-us/default.aspx
and if it is, try to do a clean install. boot from the cd. insert the disc. restart pc, as soon as it has power, press F12 several times and highlight cd/dvd drive or ODD using your arrow keys then press enter. it will load the cd from there. And that should work fine.

Upgrade from vista to 7

Go online to Acer home site and read compatibility docs . Several VISTA laptops WILL NOT WORK AT ALL IN WINDOWS 7 and there is NO FIX for that .
Run Vista , or I would recommend Windows XP even..........
