Riccar makes HORRIBLE noise when rollers are turned on. When I have the roller brush off, however, there is no suction. I have taken the back off and found that the fan looking thing that the belt is attached to has a large chunk broken off. It turns when I manually turn the belt. There is no noise when manually turning roller brush. Are there instructions to take the vacuum apart to get to this part? I an't figure out how to get to it.

This is very easy, all you need to do is remove two quarter turn locks on the bottom plate and then you remove the plate and can assess the Electrolux Nimble Brush Roller 16136 1
Look to see if the belt broke or belt slip off most of the time is something wrong with the belt. If you change the belt of fix the belt that is the time you clean the brush.
Check and see if there is a reset button for the vacuum head this trips sometime to protect the head motor. Also if the roller heads bind they can snap the belt if it is belt driven. If it is direct drive then I would look for the trip or reset button.
Try twisting the belt in the other direction then slipping it over the silver post. I have made the same mistake, when it's put on backwards it immediately slips off the motor. Good luck, I hope this helps, although I notice you asked the question quite a while ago.
A common problem with roller/beaters is hair caught in the bearings on the ends of the roller. The roller is removable and requires regular cleaning or the belt will be destroyed.
