Water does not want to move into the intake and so does not want to circulate. Electric motor appears to be working fine.
When a bath pump turns on but does not move any water it is usually because there is an Air Lock and needs to be released.Try this.
if the bath pump starts to discharge water through the jets then you have solved the problem.

Where would I find the discharge pump union? If I unthread this union that you mentioned, and the pump is running, will it not let water fly all over the place?
yes water will flow out but you do not want to take it off. Just open it until you get some water coming out and you can hear the water "whosh" through the pump to the water jets.

The suction IS the water intake. it takes the water from the tub into the pump and the water comes back out through the jets.

If that is what it needs and the pump impellor is actually working(turning) then filling the tube leading into the pump, until it take no more water, will prime the pump.

It sounds like the motor needs to be lubricated or there is debris keeping the impeller from turning without the help of a littl force. I would have a professional that deals with whirlpool tubs come and lube the motor.

yes my jacuzzi uses air on the suction side to make bubbles. you must have clogged it. how long is tube can you slide a rod in there to check if its blocked?

Sounds like a bad heating element. This is located in a stainless steel tube under or around the main control box behind the cover around the tub. It is not hard to replace but should be done by a pro. The part is avaliable online.
