Windows XP/Reset Parental Control
If you mean the Content Advisor that MS built into IE, do this:-
Click on START - RUN and type in REGEDIT, click OK
then the Registry Editor Opens,
Search on the left pane for the following key:-
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Current_Version\Policies\Ratings

Delete an Entry named "Key" there and your parental Control is disabled..

Restart the computer and run Internet Explorer again.
Choose View and then Internet Options,
Click on the Content tab and click on Disable. When asked for a password, don't enter anything; just click on OK. This will disable Content Advisor because there's no longer a password.
