It isn't really 'printing' a white line but rather NOT printing at all. These are generally called 'voids' in the copier trade.
About the only thing that can cause this is the momentary loss of contact of a 'common' electrical pathway.
Removing the the cartridge, you will find a pattern of contacts, normally on the back of the cartridge.
Try using a cotton swab moistened (not dripping) with rubbing alcohol to scrub the contacts and reinstall after it is dry again. You can safely wipe any remaining moisture away with another swab.
If the loss of contact is caused by any contaminents, this is enough to remove them.
Avoid touching the nozzle area to prevent other problems.
This may not apply to you but this kind of problem can be caused by tobacco smoke which produces a sticky film often causing electrical problems in paths handling low currents.

you do not clean the heads on a HP printer the heads are on the print cartridge. You can run a 'cleaning cycle' if you have noticed your prints loosing some quality.

If you have, use latex gloves, so you don't have that mess of ink on your fingers.
