After connecting camera to USB port as indicated in the manual, I get an error message "Device is in use by another program" when I try to access the pictures (or the properties of the device from the Scanners and Cameras window). When I access the Properties from the Device Manager window, it says the device is working properly.
I have uninstalled the device; uninstalled all software associated with the device, uninstalled the USB ports. When Windows reboots it recognizes that USB ports are there; I connect the camera and turn it on and it still says Device is in use by another program.
Consider NOT connecting your camera to your computer.
The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.
Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program such as Picasa.

Your problem may be due to worn out batteries or corrosion on the battery contacts inside the camera which can prevent the full power of the batteries from flowing into the camera. Try this free fix before you do anything else: remove the batteries and wipe the camera contacts firmly with a dry cloth (heavy corrosion may require cleaning with a wire brush, steel wool, or sandpaper). Remove any residue that may have fallen into the battery compartment during cleaning, then wipe both ends of the batteries and place them back in the camera. This cleaning clears the problem about 90% of the time. If it doesn't work for you, chances are that your batteries need to be replaced because they're just too worn to properly power the camera. And then, of course, there's the possibility that your camera may have a problem that requires professional repair.

Have you tried using Nikon software such as Transfer NX or View NX (available to download off the web for free from your Nikon Website)
This may help,if you are using "Generic" software this may be part of the problem.

Have you tried using a card reader and Picasa3 (free software from Google? There are lots of inherent problems with going direct from camera to computer. Using a card reader TOTALLY eliminates the difficulties and costs only $15-20 for a cheap one (less when on sale!)
