When I can get the Task Manager to run in normal mode, the processors jump continually from 0-100%, yet system idle remains at 98%. Running in Safe Mode, mostly remain at or close to 0%. I have updated to the latest firmware available from Intel. 2 processors, 32GB ram, OS on 464GB Raid 0 , second drive 2.3TB Raid 5.

No Intel Desktop MBs "officially" support Windows Server Operating System. Having said that, the components on the MB are pretty conventional, and you should be able to build a machine running Windows Server 2003 by manually installing WinXP drivers for the otherwise unsupported features.
It sounds like the original poster wanted to boot off install HDs from another machine without performing an install - I'd strongly suggest starting with a fresh install.

Well the issue could either be with the bas sectors on hard disk or faulty RAM or a burned capacitor on the motherboard.
The very first thing I would suggest you is to reinstall windows operating system.If the issue persists then run the system with another RAM and observe the performance.
if the issue persists then it could be with the motherboard or the power supply. Manually check the capacitors on the board for any leaking or faulty capcitors.

The onboard video chip is dying. Since it's a part of the chipset, it might be also dying. If you're lucky all you need to do is to add a separate video card, disable the onboard video and your problem will go away.

Updating your bios is to risky it can ruin your your motherboard if you have mistaken to update your motherboard. Try to check your board has a newer version bios before you update it read also the how to update your bios and the problems you may encounter
