Possible water pump issue.

What is a Candy brand dishwasher? Made in the UK? That is not a manufacturer I have ever heard of here in the US.
What do you mean, 'doesn't seem to heat up any sense?'
If the dishwasher is older than 5 years, write it off to age a buy a new, high quality machine. Or do the dishes by hand.
Machines get old and die. If you are UK native, don't buy anothre Candy.

E3 - Water heating time out or fault

Could be:
· Clogged filtering plate.
· Defective heating element.
· Defective wiring (open circuit, leads
off place or loose).
· Defective electronic control board.

You have already changed all major electrical components energized during the heating phase. But do not forget that failures sometimes could be mechanical. For example: failure could be in hydraulic circuit of pressure switch, sometimes hydraulic circuit can lost air pressure. Another note would be that your dishwasher have NTC thermistor which every second gives information about temperature to electronic than electronic controlled heating element by a relay.
In order to heating element come under the voltage is necessary to fulfill a couple of requirements. Microswitch on the door in the closed position, the pressure switch in position 11-13 (full position , level of water) and the main switch is turned on.

The problem appears to be with the door switch as initially it starts cycle and then the control senses open door so stops the unit completely. Take a hair dryer and blow some air on the door lock/switch assembly, if this won't help then replacing the door switch/lock assembly is recommended repair. Overflow tray (bottom dishwasher). Tilt your dishwasher, pour water and see the reason for the overflow. I blew off the top hose from the pump.
