This is usually a sign of either a failing charger or Kindle, let's try to hard reset the Kindle.
Step 1: Press and hold the power button for 60 seconds
Step 2: Plug the Kindle into the changer, press and hold the power for 30 seconds
Step 3: Let charge for 12 hours
Step 4: Turn on and use the Kindle, if it shuts down before 6 to 8 hours of use, contact Amazon for a replacement.

I can't get my kindle to work. it keeps telling me that it is timed out and that I have to press the reload button. where and what is the reload button?

With the kindle off, hold the power button in for about fifteen seconds and it will reboot itself. It sounds like it is locked up. Rebooting usually helps to unlock it.

I get message kindle store encountered an unexpected error I cannot purchase books please correct the problem

I've had that happen a few times and it turned out to be nothing more than some problem with the Kindle Store itself. Try waiting an hour or two and trying again.
