Tried checking power surge cord and usb, but everthing is connected and it still won't power on.

Ok,right click on my computer > manage >divice manager >just check for yellow or red cross button and right click on that say update driver it will give you a wizzard go thruogh it, if it red cross just click on enable

Try to perform a soft reset
1. Press MENU/ENTER.
2. Simultaneously press then release the * button and the # button to enter the Developer's
menu.
3. Press the < or > button until the message REINIT FFS appears on the second line of the
control-panel display.
4. Press MENU/ENTER.
5. The process takes approximately 2.5 minutes. During that time, the control-panel display
will change several times before returning to Ready.
6. When the Ready message appears on the control-panel display, press CANCEL to exit the
Developer's menu.

The HP LaserJet 1320n has a USB port and an Ethernet port.
USB-to-Parallel converter cables, like this one, are designed to attach a parallel device to a computer's USB port.
But you need to do the opposite (attach a USB device to a computer's parallel port). A USB-to-Parallel converter cable will not do this.

How are you connecting this printer to your computer ? usb or network ?
If its network i would recommend you to make sure that the IP Address on the printer matches with the one set on the printer driver on the pc
