The clicking/ticking sound could be from the power supply board - being cheap designs nowadays those tend to fail rapidly. Tiny surface mount components on these boards can short or go open circuit, making visual inspection next to impossible and you wouldn't be able to tell if any of them were bad or not, just by looking. Power supplies are usually the primary source of most click/ticking sounds in TVs and are a good place to start investigating. Usually the only way to repair modern TVs is by ordering an exchange board (from the manufacturer or their agents) to replace the original suspect faulty one (the parts are just too small and expensive to replace individually) - you aren't meant to repair a factory board.
that relay is supposed to engage power to the tv boards that control the screen.
you will have to take it to a oualified service center , because they have access to parts that are needed for repair
