Save your money on a new board and find an old SD card and go here:http://support.toshiba.ca/support/ceg/do...

Until you get it fixed, i found a way to get mine to come on. I have been doing this for the last three months. I will probably just buy a new (different branded) TV, rather than repair.
But, what I do is watch the yellow light blink three times then i count to three and then press hold the power button(on the tv). the yellow light will blink three times, go off for about three seconds, then blink twice. if it only blinks twice after the pause, then let off of the power button and press it once and then the tv comes on.
If this doesn't work then i just start over and try again and eventually it comes on.

I eventually fixed it completely. It took a 256mb sd card with a firmware update file on it. The instructions can be found here:http://support.toshiba.ca/support/ceg/do...

This solved the issue completely and the tv still works today. I am regret that i didn't post this sooner, for i fixed it about a year ago, but i had completely forgotten that i created an account and posted this on this website until i received an email that said over 6,000 people read my solution. i hope that all 6,000 come back and read the real solution.

Try this fix from the toshiba website. Q. I have no picture or sound, but I have a blinking power light?
Models: LCD-2007
REF:FAQLCD00090
1. Try resetting the TV by disconnecting the power for 30 seconds and then plugging it back in. If this has no
effect, try moving the TV to a different power outlet that has been tested and is known to be good.
2. If your unit continues to fail, please contact our Customer Solutions Department at 1-800-631-3811 Monday
through Friday, from 8 a.m. until 7 pm CST for a local Toshiba Authorize Service Station Hope this helps you with your problem.

What's your problem? won't turn on..... yellow/orange light continually flashes three times...

Toshiba Regza 37in - 37HL17
TV will not turn on - Yellow power ind. Light blinks three times...
Fixed with a firmware update (hard to believe, but true). Search Google for a file named: 2007SEN069.zip (don't worry if the page you find it on doesn't mention the 37HL17 - it worked fine). Unzip the file, and copy the 3 folders and 3 files to the root of a small SD card. The SD card MUST be 2GB or less in size (I used a 1GB card), and it MUST be formatted with FAT-16 (not FAT-32). Mine was pre-formatted as FAT (FAT-16). The SD port is on the back of the TV behind a cover plate near the power cable. You do NOT need to remove the back cover of the TV, just the small cover plate (1 screw). UNPLUG the TV; remove the cover plate; insert the SD card (prepped as explained above); Plug in the TV; Watch the yellow lights blink, then turn blue, then go dark; UNPLUG the TV; remove the SD Card and replace the cover; Plug in the TV; Yellow lights will blink a few times (this is normal); when blinking stops, turn on the TV and you should be good to go. :-)
Pictures attached are from a Toshiba software upgrade bulletin I found online.

The laptop (recently) has just started to blink 4 (light) orange lights consecutively every time i try to turn it on. It just won't turn on, it remains with a black screen. The light blinks in where...

It looks like your laptop is in standby.
Try pressing power button.or
CTRL-ALT-DELETE- at the same time.
This should reboot your computer.
Failing this:
Remove power.
Remove battery.
Reconnect power.
Turn on.

42hl67 has a continuous blinking yellow light in 3 blink intervals, how do I fix this?

I followed the steps at the following link and it worked for me. I have a 2007 Toshiba Regza 42HL67, but the firmware applies to many models as documented in the readme file at the location found via the link below. I used a 1gb SD card formatted FAT16, copied the unzipped files and folder to the card (wasn't sure if it required the top level folder or only the files under the top level folder so I copied both to the root of the SD card), unplugged the TV, inserted the card, plugged in the TV, waited 2.5 minutes, unplugged the TV, removed the card, plugged in the TV, yellow light flashed 3 times and went out. I turned on the TV and it has worked normally since last night.

I have a toshiba 42HL167. Love it but recently when the power is off iget a repeating blinking yellow light. Blinks 3 times pauses blinks 3 time pauses blinks either 2 or 3 times then stops for 25 seconds...

Yes. The Yellow LED blinking 3 times is a normal boot-up, but if it keeps doing it -- it needs the firmware "update" (which is more like a reload because it got corrupted.) The problem is, no one talks about how to do that. (there is a PDF and firmware on toshiba's website, but it lacks some crucial details.)

My friend gave me his 42HL167 after this problem started after a power event during a storm and I managed to fix it by reloading the firmware.

I posted instructions on my website at:

Once I figured out some of the facts, it was a breeze...

Tv will not turn on

Possibly not.. in this case with the 42HL167, the CPU pcb (most commonly referred to the SEINE PCB) is having issues booting and just isn't starting up.

I posted this elsewhere here since there's so many duplicate threads... trying the firmware update is simple, so it's worth trying that first since the case doesn't need to be opened.

I agree -- it seems like a design flaw. What cracks me up is that the places I called for a replacement SEINE PCB require the core (the bad PCB). Well GEE, why is that!?!? EASY FIX MAYBE?

It was. Too easy. Shamefully easy.
