Go into the BIOS setting and in the boot options, make the USB the first boot device.

Computer won't boot stuck in Error RecoveryScreen won't go any further

You should be able to do a clean install of Windows. Just insert the installation disc and press any key when indicated. Optical drive needs to be the first boot option. Go into BIOS and change it is not.
As for disc, you have to use the same Windows version as indicated on the MS Product Key sticker, because of the serial number.

How do I recover laptop password on Windows Vista?
- Remove laptop Windows Vista password from Safe Mode
A. When laptop starts, please press "F8" key.
B. At the "Advanced Boot Options" windows, choose "Safe Mode with Command Prompt" and then login Safe Mode with available administrator account
C. Input "net user", press "Enter" key and then all the accounts will be listed.
D. Input "net user Lisa 012" (Lisa is the forgotten account name and the 012 is Lisa's related account password.), press "Enter" key to finish unlock laptop Vista password.
E. Input "shutdown -r" and press "Enter" to restart laptop, then we can login "Lisa" account again.

How to find laptop password for Windows 7
- Bypass laptop Windows 7 password with built-in administrator account
A. Power on laptop PC and press the key: F8.

Unplug the machine, remove battery, leave the battery out, plug in the machine, try to boot normally. If the fails unplug, plug in, push the on/off button and IMMEDIATLY start tapping the F-11 REPEATEDLY. Enter restore/recovery section select a date before this problem started and restore. you can reach recovery mode by first shutting off your computer. 2 turn it back on and as soon as you press the power key start tapping f5 constantly and your screen should go into safe mode. you can the put your computer to recover or set it back to an earlier date and time. hope this helps.
