I had this same problem with our GE top load washer.  I just needed to pull harder.  (Note: The agitator is held in place by about a dozen L-shaped clips in a ring around the agitator's base that will release more as you pull harder on the agitator.)  Everything from the base below the large fins on up comes out together.  Grab the shaft above the fins and pull slowly and hard. I had to take the entire tub out, lay it on the porch, put my feet inside of it, and pull the agitator assembly out.  I wasn't able to pull it out while it was still in the washer.  BE CAREFUL! DON'T **** IT OUT; that might injure your back; just pull out slowly and as hard as you can without hurting yourself.  I was able to get it out successfully, but I am currently stuck at removing the bell below the agitator.  Good luck!

The problem may be in your agitator. The spline may be worn out. It is located under the spindle. Are your clothes becoming clean. That noise might be the agitator not fully engaged.

My top load GE fills, drains, spins, but does not agitate. Agitator coupler or timer control?

The most likely cause of this is a worn out agitator coupling. To see if this is the problem with your machine. Grasp the agitator and twist back and forth. If there is movement without turning the tub you most likely need a coupling. Reach into the washer and try to turn the agitator by hand and if you can turn it freely the agitator coupling the coupler is out and it has to be replaced. ----------- This will help.Thanks.Helpmech.

IF it sounds like it is agitating but isn't moving, check to be sure the agitator is still firmly bolted to the transmission shaft. If it sounds like it's stuck when it tries to agitate (belt slipping possibly, etc.) it is probably a bad transmission and often not worth repairing unless you can find a used one somewhere.
