Depending on the radio and the make of car , there is often a MENU setting that will allow country  change settings(which includes  the frequency changes ) for USA Europe and the Far East

If you have a MENU button (often labelled M ) , press it and scroll through the menu options(usually using the up (^ )or down( v ) buttons)

Unfortunately this facility is not available on many  car radios  so if yours does not have it  , then perhaps the cheapest option is a replacement radio (off Ebay)

Try resetting the system and changing the setup features,i.e.language, location,etc.

Error code 3 means the laser can't read the CD. Use a lens cleaner until it works. Otherwise, it's junk.

On the back of the radio there should be a sticker that will have the model number and serial number and company name. If you have Internet look up the model or serial number and you should be able to find an online manual.
