Try manually pressing the power/standby button on the tv (side or bottom) the red light should appear, most modern tv's will turn on simply by pressing the channel up or down on the tv itself.. But unfortunately in most cases, this seems to be an internal surge and needs a professional to inspect..
Seems the menu button of the monitor is stuck. Turn off the monitor and the with the main power supply. Spray an air duster or w40. then try to push one after the other and check it the button is working much better now.
I really do not know there is the "Stuck Pixel Fixer programs" I think that Program Breakdown another IC. For this issue is absolutely the Plasma display panel have problem. You shall exchange it.
The fact that it turns on is good. Most likely the trouble is with a data line internal in the set. It may be the remote receiver IC or a push button on the set. A stuck button or switch can confuse or load communication between internal microprocessor circuits. Take a look or feel each of the push buttons do they feel the same when pushed ? Do they have a slight snap when pushed. The tac switches used in most cases are made like a small old clicker. If one feels soft and has no snap it's probably your trouble. If so tap lightly around but not on the button and it might free itself. You should just have Samsung replace whatever is the cause.
