The volume keys should be working by default, but you may have volume punch through turned on (meaning the remote is sending signals for TV or CABLE volume function no matter what mode you are actually on). I would start by trying other codes on the universal remote. Sometimes codes will only work part of the remote such as the numbers or channels but not volume. Your motorola cable remote sounds like it may only need a good cleaning. sometimes when you take remotes apart it will look like somthing got spilt in it. I would start there first.
