Dropping a switched on cell phone into bleached water will certainly damage the electronics in the cell phone.
You can remove the battery and dry it out, but most likely it is damaged beyond repair.

SOURCE: non responsive touch screen on iphone

If a hard reset (press menu and center button together for 5 sec) and software restore doesn't cure it , you have a broken digitizer of your iPhone screen assembly. There is an iphone repair guide website that shows you how to do the replacement yourself and a third party iphone repair company that can do it for you.

That happened to me. Push the home and on/off buttons simultaneously until the apple logo appears, then wait until it has fully restored the system. This should work. Good luck

Take it to the apple store. Even if it is not under warranty the guys at the genius bar should be able to fix it.

well, one of two things happened, one, you just have to wait a day or two because the wires are just a little rattled, or you broke your phone and you have to buy a new one, unless of corse you have insurance, then you can get another one, or at least for a lesser price.

There are a couple home remedies to try and counter the effect of liquid in your phone. First would be too place your iPhone in a bowl of rice. The rice absorbs moisture. It may draw enough of the water out to dry out the phone and possible make it work again. The other is rubbing alcohol. Place your phone NEAR, not in, the alcohol. Hope you get it fixed!

Hello, I sorry about your iphone and water damage is serious, you have a couple of options, one is to wait for time for it to dry out and see if it works, i did this once and it worked for mine but it did take time but it wasnt an iphone... if you have insurance then you could claim and send it off for replacement or repair.. it could be that it might be a complete replacement.
