I tried all the cleaning options, but my EPSON Stylus C88 Series will still not print blue ink. There is enough of all inks and all contrasts are at 0.

I am puzzled by your "all contrasts are at 0" - the C88 has no "contrast" setting as far as I am aware. Also, you say in your EDIT that it will print blue except on ink test documents. Do you mean it will print blue text (for example), but produces no blue output on a nozzle check?
Please clarify.

You have to go to the properties of the printer and in the maintainance tab do some nozel cleaning and head cleaning.
and check it should be fine
thanks
Epsons usually give you an option to "clean the heads." Look for any Epson software on the computer, or it might be hidden within the "Properties" of that printer (in Control Panel).
Have you tried cleaning the print head? A couple of times anyway and test print. If you use generic sometimes you'll need to clean print heads more often than if you used epson ink.
Sounds like there's a problem with the print head. I'd recommend doing a nozzle check, if any colours are missing from the print out then try some head cleans. You can find the nozzle check and head clean options in the maintenance/utility tab of your printer driver.
If you have carried out 4 to 5 head cleans, waited about 8 hours and done another 3 or head cleans doing nozzle checks after each clean (as recommended by the manual) and there is still no improvement then you will need a third party head cleaning solution such as this one: http://websites.uk-plc.net/UK_Inkjet_Cartridges_PLUS/products/Print_Head_Cleaner.htm
Other makes & brands are available just google "inkjet head cleaning solution" Hope this helps.
