Since the D40 and D40x are nearly identical, go to menus, the pencil icon, shooting mode, select the bottom one. Oh , and check the battery in the remote, mine was dead.:-)

You need to set the shooting mode to one of the two remote modes. The quick-response remote mode fires the shutter when you press the button on the remote. The delayed remote mode gives you two seconds to hide the remote behind your back before firing the shutter.
See the "Shooting Modes" section in the manual (page 32 in my copy).

Sadly, the ML-L3 does not work with the D700. You need to buy the much clumsier and much more expensive ML-3, which has a wireless receiver you hook to the camera and a wireless transmitter you use to fire the camera.
Got it! It's on page 54 of the manual (mine anyway).
Choose release mode from the Quick settings display.
You have a choice between: single frame (default) continuous (burst mode) self-timer delayed remote (using the ML-L3) quick response remote (using the ML-L3)
I just took 4 self-portraits using quick response. And deleted them straightaway!
