It can be many things,, bad OS corruption or bad hardware

first:
1: take the main battery out and test it like that on AC power pack.
but the steps are complex in this integrated PC, battery that I avoid.

2: the HDD can be bad, we run Linix DISK tests on it,
smart tests and full scans on it from Linux
the BIOS hdd tests is first, if fails it bad HDD. BIOS HDD tests
are rudimentary so if passes this test means zxero to me.
4: if power packs good, battery inside not shorted
and HDD test work
