If this was installed as ajpanese machine then you really can't change much at all. You go to control panel and simply set the language to english. That will change menus and so on but it won't change anything that is hard coded such as programs and most of windows. The big problem is that Japanese kanji script is not really compatible with English type languages. Japanese Chinese and other asian typed languages are the worst ones. Something like french or German is much easier to do and generally you get more stuff to switch language.
Basically it boils down to if you want to change it over you really will need to re-install windows using a English install disk. Not being able to read the language you wil lhave a real time getting to the control panel and the restore disk or partition is probably Japanese. I have tried this but always found it was easier to use the english disk instead now. You just never get enough switched over to make it worth the hours to switch everything that will switch. There is always a menu or program that will be in the original language.
I am assuming, that it is presently Japanese.
The only way to change all the languge is to install an English,(or other language),version of Windows.
You can replace the Japanese version, or add the English version as a second Windows.
The later will require double the memory space.

Start Button > settings > Control Panel > Regional and Language > Formats tab, scroll to English (United States) > Location Tab, scroll to United States > Keyboards and Languages Tab, click on change and scroll to English (United States)-US , click on the add button and remove the japanese keyboard...hit apply. Click on Language bar and select hidden. click apply and OK and drop that window. Click on the administrative tab > Click on System Locale and change to English - (United States) Hit apply and ok and your keyboard and language is now American, English
