Any legal "free" version of vb will be limited / crippled in some way. I haven't used vb in a very, very long time, but a quick search shows the "2008 Express Edition" available for free download from Microsoft from here . I haven't tried it so can't recommend it. However, I hope this helps to get you started.

although this is the link for vb 2008, there is a 90 day free trial or the express version which is free, you may be able to get vb 6 from the same site,
