I've programmed my RCA RCR311W so that the tv turns on and the volume controls work, however the input button will not work. I cannot get off the "video" blue screen to watch the tv.

no you require the remote or a universal remote or sometimes a cable remote that has been programmed to work the volume on the tv set will have an input button .
Read further into the manual. If I recall correctly, you have to program the input button seperately. If not, it possibly isn't supported (not uncommon at all, but annoying for sure).
