Disconnected everything except keyboard and mouse and screen, pressing the on/off button on the front nothing happens

hold the power button for 10 seconds it turn off ur cpu and then start the cpu and hold F5 key u get windows boot menu select safemode try to login after login check in the controlpannel poweroptions chek in advance option see the menu down wheather it is in standby then change it to shutdown and apply the setting. and check it out it may work r else please try to repair the os.

When you say you pressed the connect buttons on both the keyboard and mouse, do you mean you pressed the connect button on the receiver, and then you pressed the connect buttons on the mouse and keyboard? If not, then that's what you have to do. The 30 seconds of blinking on the receiver is normal, as it gives you time to find and press the buttons on the mouse and keyboard.

1.) If when hitting the power button, ABSOLUTELY nothing happens, no fans come on, nothing- You need a new power supply most likely. I see this all the time in my shop. Here's the bad news- Dell likes to use their own special power supplies, so a normal one may not even fit in the case. If that is the case, then I'm sorry to say Dell likes to charge over $100 easily for a new one.
2.) Fans come on, lights come on, but no screen. This can mean any number of things. Bad VGA cable (or DVI), bad RAM, bad mobo, even a bad PCI card. time to start troubleshooting. Change what parts you can, remove any PCI cards that are not needed, remove one RAM card then the other, etc....

Try taking the batteries out of the mouse and let the receiver find the keyboard first, then once the keyboard is found put batteries back in mouse and let the receiver find the mouse.

for us to check if the problem is with the motherboard or with power supply we can try to remove the memory and power on the computer. if you hear a long beep sound, definitely its not a motherboard issue. so it means that the problem is with the power supply.
