Driver for e-binocam in Windows Vista won't work

have Windows Vista and am trying to install a "DIGITECH" 4 in 1 (eB1030) Digital Camera Binoculars. The software disc is labeled "e-BinoCam. The problem I am having is that when I try to install this I get the message "Unable to read version information from the file C:\Program Files (x86)\Ulead Systems\Ulead photo Explorer 7.0\Pex.exe. Insufficient memory or system resources low." I have tried several times uninstalling and reinstalling. I cannot believe that I have Insufficient memory or low system resources. This is a Gateway m-series laptop 64 bit 3 gig ram and 268 gig hard drive computer new in August of last year. I tried to open the driver for this right from the CD but windows says it cannot find the driver. I am unable to find the driver on line.
