If the fault occured only after the power issue then make sure that the program controller is working if not check power - step down supply, fuse . Also if the pads are responding- if not faulty pads- or the door switches, if the switch contact are not good then it will not trigger the processor to switch on the waveguides. If there is no display or action of program being triggered to start then it can be a possible fault on the main board or the processor. Sometimes insect secretion can short the board and display panel and so the processor can work in such an erratic manner, but first take a power supply test, then the internal LT supply before confirming the main board.
First, try unplugging the microwave for 2 to 5 minutes and then plugging it back in. Sometimes, a very brief power outage will be sensed by the control as an internal error and the control will lock itself out.
If it continues to blink and does not respond to key presses after this "hard reset", it is likely a portion of the control board could have been damaged from the power outage.
FYI ... the touch panel for this model is no longer available. I mention that because no response from any key press can also denote a shorted key pad.
Press
the "Off/Clear' button to cancel anything on the display, and reset the
microwave. This is a soft reset and will simply get you out of any
program you have started. Press it when the cooking complete reminder
appears on the display.
Perform
a hard reset. Pull the plug out of the wall power supply, and wait a
moment. Plug the GE microwave back into the wall power supply to reset
any anomalies with the microwave's memory. You will need to reset the
time of day if you perform a hard reset.

hours. Press the dial to enter. Follow the same procedure for the
minutes and a.m. or p.m. Press the "Start" button to start the clock.
Start by investigating, open at the point where power cord goes in there is a fuse if it is o.k there is another smaller trans former powering the display board that normally uses thermo fuse, find out whether the thermo fuse is blown i hope this solves your problem
If display is on and you cant reset, the board has been damaged during the power outage. The current shoots up over the safe limit and does the damage. need to replace board and put a surge plug on line
Is the outlet ok? Can you plug somethng else into the outlet to see if the fuse or breaker controlling the outlet is ok? If there is power at the outlet, unplug the unit and remove the outside cover.
Look for a blown fuse on the motherboard. Replace it with the EXACT value of the original fuse. You can purchase a new fuse at Radio Shack or hardware store or auto parts store. Try powering up the unit again and see if it works now or whether the fuse blows again. If it blows again, the power supply may have been damaged. Was this a power outage or surge? Was anything else in your home affected?
