Hi and welcome to FixYa, I am Kelly.
This is a self-oiling industrial sewing machine that uses a reservior in the bottom of the unit for lubrication. There is a sight gage on the lower left side of the unit in the base that once filled with oil you will see the oil splashing as the machine operates. Since this is a new machine you fill the lower reservoir to the High mark on the sight gage and then operate it a 3000 Rpm for 10 minutes to do the initial self lubrication. Instructions are in section 6 of the users manual. The main unit is tilted on the base to service the oil in the lower reservior. They don't bother telling you that once the unit base is installed in the sewing console that you should then fill it with oil before installing the main unit on the base.
This link should download your users manual so you can read it on the computer. See page 3:

Your bobbin system isn't engaged. this can happen for several reasons, mostly when things are a little out of whack.
The 1541 has a 'clutch' it located near center on the bottom surface and is a silver circle below the 'arm'. Bring the needle all the way down, now push the clutch and hold while you turn the wheel back (top away from you) eventually the clutch will click when everythings aligned and engage the bobbin system again.
