SOURCE: I have a miller thunderbolt 225v AC arc welder

The blank should be the grouDING conductor (green) and they may have a green screw to further indicate it.

Since the welder runs on 220, either of the hot wires can go to either of the other terminals (X or Y).. Those wires might be black, red, blue, brown.

There is a slight chance it would be white even though it is hot on the portable cord because some portable cord is used that way.

VERIFY the receptacle you connect to is wired correctely before connecting your unit to it.

Battery wont charge
First check that in reality your battery's still in good condition, any electrical shop will do it (try autozone or napa they will do it for free) if the battery's still in good condiction then you need to replace the voltage regulator. You can do it yourself, or send it to an authorized miller mechanic.
If you want to do it yourself have you owners manual and follow instructions.
