Either the channel up and down buttons have both broken (unlikely) or everything else is working except the remote is not telling the device you are controlling to change the channel up or down.
Since all the other buttons are working well, that also requires that the receiving end of the pair to be working well, thus ruling out problems on that end.
Solution: Reprogram your remote to support the appropriate channel up/down codes for your TV/Tuner in question.

I hit the TV button on my COX cable box remote. I prayed about it and started doing what my wife said she had done. She had hit all of the buttons on the remote. I did the same thing.
When I hit the counter-clockwise circle with the arrow head on it the channel number on the screen went off.
Praise the Lord! Thank You, Jesus!
I had been trying for about a week to get the channel number off of the screen to no avail.

I had a Sony remote that got dropped. Looked inside and found the circuit board broken. The ideal solution is to by a direct replacement--expensive. I had an amplifier remote with learning and lots of buttons. The cheapest ($10-$15) is to buy a universal remote, hopefully with a learning function in case you need to get more that just the numbers, volume, mute, and up/down. They may not know how to change source, TV/VCR, menu, etc. Most will know how to do Sony while many will not know off brands. -Ken

Which Dish model receiver and remote? You likely have a custom guide selected that only includes those channels. On most models, press guide twice and select a different guide or press Favorites to Modify List of the channels in the current guide. If in doubt select All Sub or All Channels to see more/too many channels with up/down. I use All HD for seeing the high-def channels. Otherwise I use a custom list to see a bigger listing. -Ken
