Disassemble rear panel, check all ground wires and connectors.
UNPLUG TELEVISION. While off, reseat every connector you can find on the back of the unit (unplug and plug in one at a time every single jack/cable connector you can see).
PLUG IN TELEVISION. With power on, carefully loosen (one quarter to 3/4 turn should do it) and then tighten every screw which has a cable attached to it (ground screws) and see if that fixes the picture as you are tightening the screws.
BE CAREFUL AND DO NOT TOUCH ANY OTHER PART OF THE TV WITH THE SCREW DRIVER WHILE YOU ARE TOUCHING SCREWS. Could electrocute yourself.
I had a similar issue as well as blotchy screen and this appeared to have resolved the issues.

check the ground connection of your house wiring. fist of all remove all the external input like set top box, cable connection, dvd etc from the tv. Then power on the tv and watch is the wave is there or not. if it there then ,if the tv power cord comes with three pin connector then remove the earth connection on the wall outlet socket to which you connect its power. the connect the power and switch one the tv.
if the wave will not appear then connect external devices (set top box, dvd etc) one by one and watch which device produce this wave in the tv. also check the ground connection of that device which produce this wave.
If all these will not help full then the SMPS power supply of your tv have some problem. Normally this type of complaint arises due to the faulty Main filter capacitor. you can see it in the power supply.. It will be the big capacitor according to others.
