My female cat whose name is Batgirl does this to"drink" her milk and water. She is a shelter rescue I just wonder why she does this

Do you always put her milk in such a tall, narrow cup? She may just not want to put her face in a small enclosure. If you havent, try using a wide shallow bowl. I have a cat who does the same thing with her water bowl, but she splashes to get the water moving, then she sticks her paw in the moving water. More of a game for her than anything because she also drinks normally.

    It is this way no matter what cotainer it is in> She doesn't milk all the time just once in a while as a treat ! She "drinks" her water the same way from her water bowl

It looks like OCD to me. Have you tried a more shallow dish which will alow him to reach the water with his tounge?

Presumably the cat has left the worktop for toilet breaks but has returned there each time.

If the cat has been eating and drinking normally and seems contented there are unlikely to be any health concerns especially if the cat can be distracted by playing. If the answer to any of these is no it might be time to be concerned.

Cats can be inscrutable. I am wondering if it is an indoor cat that never goes out. I am wondering if it is a male or female cat. Perhaps that spot of the worktop is an ideal vantage point to watch the local competition, especially if the scent of mating is in the air. It would be somewhat confusing for an indoor cat and the significance of such scents and sounds aren't entirely lost on a neutered cat.

It is just possible that spot on the worktop has an appliance or something underneath it making it a warm place to sit.

Is there any spray out there that will calm my cat down

Are you taking your cat for rides in the car? Why should it be a spray and not a pill or medicine? Do you keep the cat in a carrier while it is riding? Is the cat normally calm? It depends. I think there are tranquilizers that work on cats similarly to how they work on us, but of course the dose is different, and the neurological system of a cat has some big differences. I think they are taken in a pill not a spray, unless you want to tranquilize yourself at the same time. I wondered if the pet is fixed (spayed or neutered) because cats that aren't have more wild-acting tendencies.

Try to lay a warm where she can lay. The heat will help her. Make sure she has plenty of fresh water to drink and give her plenty of love. Nature will most likely take care of the problem.

If you sense the cat is suffering it may be time to let him go. Do you not have an animal shelter or clinic nearby in which you could ask for their advice mentioning your limited ability to pay?
