Has anybody tried replacing the video card? I also found a video on youtube that says in the comments that when he replaced the cpu the pc came back to life.

Which fan?, the cpu fan or the cpu fan?

Most Dell pc come with a below average power supply. I recommend replacing your power supply with a better one. Do a search on Google for a good replacement power supply for you Dell 8400.

Cpu fan fast bios wont start

Run the Dell Diagnostics to test the Fan.
Check to make sure the fan power connector is connected to the mother board.
The fan could be defective.
Reset BIOS to factoiry default settings.

Dell dimension 8400 will not start.

no man try to take out the modem ( last pci slot on the botom of the board) and see if you have any luck if not you going to need a new motherboard thanks and good luck
