Frozen screen with 4 band colors

Your phone is stuck in bootloader mode, it seems that you may need to reinstall your phone OS on your phone.

Go to the HTC site and download your phone's OS files/installer:

http://www.htc.com/us/SupportDownload.aspx?p_id=67&cat=2&dl_id=68

Follow the installer's instructions after you've downloaded the needed file.

A red, green, and blue page continues to pop up.

It sounds like there was an interrupted attempt to run an SPL unlocker.

Try performing a factory reset and see if this will resolve the issue.

You can find a walkthrough on this process here.

WARNING: THIS WILL ERASE ALL THE INFORMATION ON THE DEVICE.

If that doesn't resolve the issue, you can try running an SPL unlock again.

You can find a walkthrough on that process here.

At&t tilt has red, green blue and white bands across the display, in white part says the woed serial

To joeogrimes: what you described was a soft reset.

You can find the different types of resets at:

Hard reset is about half way down and has a picture showing how to do it.

At&t tilt dispaly problem

Download the original ROM from the HTC site, make sure the ROM you download is for your phone (AT&T 8925)
Charge your phone battery using the wall charger or use another battery charged at least at 50% in case your phone can´t be charged.
While in the tricolor screen connect your phone to your PC, run the exe file you just downloaded and follow the instructions.
After a few seconds you´ll see that the phone screen turns white with a progress bar, wait for 100% completion and a few seconds after you´ll see your phone booting again
